Why we rank by permits
A permit gives you something concrete to start with: a pool project, an address and the contractor named on the record. Use that local activity to make a shortlist, then check the license and compare quotes.
- Rankings count new homeowner pools, leaving out pools sold in a home builder's package.
- Permit values help you read local activity; a yard visit gives you a written price.
- Pool and spa counts help you ask about projects like the one you are planning.

The records run from November 2025 through October 2026 across the City of Tampa and the Hillsborough, Pinellas, Pasco and Manatee county permit offices. A homeowner pool can be at an existing house or built alongside a new custom home. The distinction matters when you are looking for someone to work around your patio, side gate and family routine rather than choosing a pool bundled into a new-home purchase.
Local permit volume shows activity, not workmanship. Read the pool and spa mix, open the builder profiles and use the county guides to understand the permit office behind the numbers. Some towns have their own building departments whose records are outside this collection; their pages explain the county coverage used. Your next step is practical: check the contractor's license at myfloridalicense.com and ask for written quotes that spell out the shell, coping, pavers, pump and filter, barrier and any screen enclosure.

Guides for homeowners planning a pool
Common questions
What puts a pool builder higher in the rankings?
The ranking counts new inground homeowner pools filed on public permits during November 2025 through October 2026. The contractor named on each permit gets the credit. Rankings are never paid. More permits show more recorded activity, so check the license and compare quotes before choosing.
Does the directory include every pool built in my town?
The records come from the City of Tampa and four county permit offices. Several cities, including St. Petersburg, Clearwater and Bradenton, have separate building departments outside this collection. Read your town's coverage note to see which county records and ZIP codes its page uses.
Can the permit values tell me what my pool will cost?
They give you local context. A permit value is the amount declared when the application was filed, not an invoice or a price for your home. Your pool size, shell, deck, spa, equipment and yard access belong in a written quote after a builder sees the property.
Can I compare builders for a pool with a spa?
Yes. The pool and spa counts show that part of each builder's recorded activity, and the pool-and-spa page looks at those projects separately. Use the figures to start a conversation about your layout, heater and spa spillover, then compare quotes using the same choices.
What happens after I choose builders on the form?
Pick up to 3 and they will contact you to look at your yard and price your pool. Tell them about your deck, spa or screen cage plans so the conversations start with the same scope. The builder you hire handles the design, contract, permit and construction.
