Pool Screen Enclosures in Tampa Bay: Permits, Costs and Who Builds Them

Make room for the screen cage in your first pool conversation.

The enclosure affects how you plan the deck, doors and lanai, and it often involves a separate aluminum contractor. Use the records here to see captured enclosure activity, then ask who will coordinate the cage with your pool and safety plan.

What the job involves

Think of the enclosure as part of the complete backyard layout. Pool builders usually arrange the cage with an aluminum contractor, often under a separate permit. Ask who handles the drawings, contract and work so the pool and enclosure scopes fit together.

  • Show the planned cage alongside the pool, coping, deck furniture and lanai access.
  • Ask who contracts for the enclosure and who coordinates it with the pool builder.
  • Read the company counts as captured activity because many enclosure permits fall outside this collection.

Start with where you want to sit, walk and enter the yard. Put the pool, paved area and proposed screen cage on the same sketch before asking for quotes. You can talk through the door locations and the connection to your lanai while the layout is still taking shape. Ask each builder to describe the enclosure included in the proposal rather than treating a cage as an unnamed extra.

A pool builder often arranges a separate aluminum contractor for the screen enclosure. Ask who will name that contractor in the paperwork and who is responsible for coordinating the scopes. You should know which proposal describes the cage, which describes the pool and who handles questions where the plans meet. Keep the answers with your project documents so the work you expect is clear before contracts are signed.

This collection captures 353 enclosure permits found with the pool records. It is a partial view of screen work, rather than a complete regional enclosure count. Pasco, Pinellas and Manatee file most aluminum screen rooms under other permit types, leaving many outside this collection. The company table can help you identify recorded activity, but a low captured count does not establish how much enclosure work occurs in a town.

Salco Screens, Inc appears on 51 captured permits, and Tampa Screens & Aluminum Inc appears on 27. Those are company counts from the enclosure records shown here. They do not describe workmanship or current project availability. Use the names to ask your pool builder who would handle the cage for your project, then check the proposed contractor's license and compare written quotes for the same enclosure layout.

What it costs: the permit data

The median declared enclosure permit value was $17,000 among 170 captured records with a value. That figure describes the valued records in this collection. It is not an invoice, a complete regional price survey or a quote for your cage.

Pasco, Pinellas and Manatee file most aluminum screen rooms under other permit types, so their counts here are low. City of Tampa has no description in its export; its 107 enclosure permits are counted in the 353 above (from each permit's record page).

Values are what builders declared on public permits (job value at filing). They are local figures for information, not a quote: only a builder who sees your yard can price your pool.

  • Ask for enclosure dimensions, layout and included work to be written into the quote.
  • Keep the cage scope separate enough to compare it with the pool and deck scopes.
  • Use declared permit values for context while a contractor prices the enclosure for your property.

The table above shows the enclosure value and captured permit activity. Read the coverage note alongside it: many aluminum screen room permits use categories outside the pool records, especially in Pasco, Pinellas and Manatee. The median only uses captured records with a declared value. It does not mean every enclosure had that scope or that the same cage would receive the same written quote at your home.

Ask the contractor to describe the proposed size and layout, screen choices, door locations and connection to the existing lanai. Show where you want chairs and walking space around the coping. The goal is a proposal you can compare with another proposal on the same drawing. A broad line called enclosure leaves too much to interpretation when you are trying to match features across different pool packages.

Clarify what the pool contract includes before adding a separate cage quote. Ask whether the enclosure is already part of the pool proposal, who supplies its drawings and which contractor handles its permit. Have each party describe the work included where the pool deck and enclosure meet. That makes the combined project easier to read and helps you avoid comparing a complete proposal with one that leaves related work unspecified.

There are no enclosure medians by permit office in this collection. Pool-only or pool-with-spa medians describe different work and should not be used as enclosure prices. If your project includes all of them, ask for the pool, spa, deck and cage scopes to be identified in the written proposal. A contractor who sees your property can price the enclosure you are planning and explain the work included.

Permits, inspections and safety rules

Plan for the enclosure permit discussion alongside the pool permit. Pasco requires building permits for all screen enclosures. Other office requirements depend on your address and project, so ask the proposed contractors to identify the office and explain the documents for their scopes.

County by county: Tampa + Hillsborough, Pinellas, Pasco, Manatee.

  • Ask who files the enclosure application and how it relates to the pool application.
  • Have the contractor explain the safety option instead of assuming the cage settles it.
  • Keep separate permit numbers together so you can follow the pool and enclosure records.

Pasco's requirement for screen enclosure building permits makes this a question to settle early in a county pool project. Ask which contractor will file the cage application and how the work will be coordinated with the pool. Where the property is within a city with its own office, have the contractor identify that office. A county mailing address alone does not establish which permit department handles the project.

Manatee County's Building Division has jurisdiction over the unincorporated county. Its published requirements state that pools and screened pool enclosures must be 5 feet from side and rear property lines. Keep that fact tied to the county office; it is not a regional setback rule. Ask the contractor to show the proposed enclosure on the site plan and confirm the requirements for your actual property and issuing office.

Bring the pool safety plan into the enclosure discussion. Florida law provides a compliant barrier option and alternatives such as an approved safety cover, exit alarms, self-closing latching devices or a certified pool alarm. Under the barrier provisions, gates open outward and must be self-closing with a self-latching lock. Ask how the selected safety option fits the cage, doors and pool layout, and how it will be addressed at final inspection.

A separate enclosure permit can have its own public record. Keep its number with the pool permit and check the description, contractor and status by address in the public search. The pool timing samples on the county pages are not enclosure duration estimates. Ask the contractors to explain their proposed sequence together, including how plan revisions, HOA approval where relevant and weather would affect the enclosure work.

How to choose who builds it

Choose a pool builder and enclosure contractor with clear responsibilities in writing. The company table shows captured permit activity, while your comparison needs matching plans, a license check and an explanation of who handles the cage, deck connection, permit and inspections.

  • Use company counts to start questions about recorded work rather than to judge workmanship.
  • Check the proposed contractor's license at myfloridalicense.com before signing the enclosure contract.
  • Ask for matching enclosure drawings and payment milestones when comparing the written proposals.

Read the company list within its limits. Pombo's Contracting Services Inc appears on 15 captured permits and Advance Aluminum and Screen Inc on 13. The table counts the enclosure records found in the collection, with many permits elsewhere under other categories. Those numbers help you ask about recorded activity. They do not establish a complete regional ranking or replace comparing the scope proposed for your own pool deck.

Ask the pool builder to identify the enclosure contractor before you commit to a combined proposal. Check that contractor's license at myfloridalicense.com and match the name to the contract for the cage. The enclosure company list does not supply license numbers, so obtain the proposed contractor's details for that check. Keep the enclosure and pool paperwork together so you can see who is responsible for each part of the project.

Have the payment stages and inspection responsibilities written down for the work you are buying. Florida's deposit rule says a contractor receiving more than 10 percent initially must apply for permits within 30 days and start work within 90 days after issue unless an exception applies. Ask how the proposed payments fit the permit and work sequence. Keep the enclosure scope clear when a separate contractor and contract are involved.

Pool screen enclosures: common questions

What does the $17,000 enclosure figure mean?

It is the median value declared on the 170 captured enclosure permits that included a value. It is not a quote or an invoice. Many screen room permits sit outside this collection, so use the number as context and have a contractor price the layout for your property.

Why are some county enclosure counts low?

Pasco, Pinellas and Manatee file most aluminum screen rooms under other permit types. This collection captures enclosure permits found with the pool records, leaving many outside its scope. Read the counts as captured activity rather than a complete measure of enclosure building across those counties.

Does the pool builder usually build the screen cage?

The pool builder usually arranges the enclosure with a separate aluminum contractor. Ask who will carry out the work, which contract includes it and who handles the enclosure permit. Have those responsibilities written into the proposal before comparing it with another builder's pool and cage scope.

Does a screen cage automatically meet the pool safety rule?

Have the builder explain the selected safety option for the full layout. Florida's rule includes a compliant barrier and alternatives such as approved covers, alarms or latching devices. The word cage alone does not describe that plan. Ask how the proposed doors, openings and safety measures will be addressed at final inspection.

Can I use the pool permit schedule to plan cage completion?

The pool timing samples do not provide a duration for enclosure work. Ask the pool builder and enclosure contractor to describe their sequence together, including their permits and inspections. Keep the proposed cage scope on the same layout so any plan changes can be discussed across both parts of the project.
