Inground Pool Builders in Tampa Bay and Manatee: Costs, Permits and Who Builds the Most

Use the pool-only records to find builders filing the kind of project you are planning.

Across Tampa Bay and Manatee, that means new inground pools without a spa, including concrete and fiberglass shells. Start with local activity, then talk through the deck, equipment and yard details that belong in your quote.

What the job involves

Picture the whole backyard project before you compare builders. A pool-only permit identifies the new inground pool without a spa. Your written scope should also explain the shell, coping, deck, pump and filter, safety plan and any screen enclosure.

  • Choose the pool shape and swimming space before comparing shell options and deck layouts.
  • Ask for the coping, pavers, pump and filter to be named in each quote.
  • Keep the screen enclosure and heater visible in the scope, even when priced separately.

Start with how you will use the water and the space around it. You might want room for family swimming, a shallow place to sit or a clear path from the lanai to the yard. Put those priorities on the same sketch you share with each builder. A pool drawing alone leaves out the deck chairs, equipment location and walking space that make the backyard work for you.

Concrete, including gunite or shotcrete, and fiberglass shells both appear in the permit records. Ask each builder to explain the shell proposed for your yard and show what the written scope includes. Keep the pool dimensions, depth, entry and finish choices clear. Comparing different shell proposals is easier when you can see exactly which parts of the project change and which features stay on your wish list.

Treat the deck as part of that first conversation. Ask where the coping ends, how much paved space is included and what the quote says about the existing patio. Bring up the side gate, landscaping and the route equipment would take into the yard. These are details for the builder's site visit, so describe your property rather than assuming another homeowner's permit value covers the same work.

The table on this page focuses on homeowner pool projects without a spa. That is more useful for this search than a builder's combined pool-and-spa total. Pool Perfection LLC has 115 pool-only permits in these records, while Islandway Pools, LLC has 101. Those counts identify recorded activity in this category. Use them to choose questions for your calls, then check the license and compare quotes.

What it costs: the permit data

Read the permit medians by office before using a regional figure. The pool-only median declared permit value was $78,400 in Tampa and $79,700 in unincorporated Hillsborough. Those are amounts filed on permits, not invoices or a price for your yard.

Inground pool (no spa): homeowner permits by area, Nov 2025 - Oct 2026
Permit officeMedian permit valueMiddle half of jobsPermits
City of Tampa$78,400$60,800 - $99,800407
Hillsborough County (unincorporated)$79,700$59,600 - $106,700584
Pinellas County (unincorporated + contract cities)$75,000$59,300 - $100,000273
Pasco County$82,100$59,700 - $103,500515
Manatee County$78,100$61,500 - $100,000698

Values are what builders declared on public permits (job value at filing). They are local figures for information, not a quote: only a builder who sees your yard can price your pool.

  • Match pool-only projects with pool-only figures rather than combining them with spa projects.
  • Use the office table for local context, then price your actual layout with a builder.
  • Compare the same shell, deck, equipment and enclosure choices across the written quotes.

The regional pool-only median declared permit value was $79,000. The office table adds the detail behind that midpoint, including project counts and the middle half of recorded values. Read those columns together. A median tells you where the middle record falls; it does not describe a standard pool package or show that the same features were included in every permit application across the region.

For pool-only projects, the median declared permit values were $75,000 in the Pinellas County collection, $82,100 in Pasco County and $78,100 in Manatee County. Pinellas here means unincorporated areas and contract cities. These are separate local groups of projects, so a difference between their medians does not tell you what a builder would charge to build the same pool at your address.

Your scope needs more detail than the permit category. Pool size, depth, shape, shell, coping and pavers all belong in the conversation, along with the pump and filter. Ask about a heater or screen cage before quotes are prepared. A builder who sees the access route, soil conditions and existing deck can explain which work belongs in the proposal and price the project you actually want.

Give every builder the same starting plan and ask them to separate optional work clearly. If one proposal includes a heater and another leaves it out, ask for the difference to be written down before comparing totals. Do the same for the amount of decking, finish choices and enclosure. You should be able to trace each part of the backyard plan to a named part of the quote.

Permits, inspections and safety rules

Identify the permit office for your address with the builder you hire. The pool plan, application and safety documents need to fit that office. Keep the permit number with your contract and ask how the work will progress through inspections to final.

  • Have the builder identify the permit office and application type for your pool address.
  • Ask for the permit number before digging and follow the public record by address.
  • Put the proposed safety option on the plan before discussing the final inspection.

Tampa uses its Pool Permit application for pools submitted since March 3, 2026. Its site plan must show the proposed pool, property lines, structures and power lines. Unincorporated Hillsborough uses a Residential Miscellaneous Permit through HillsGovHub and requires a scaled site plan showing setback dimensions. Its plans must be digitally signed and sealed by a Florida registered architect or engineer. Use the county guide links for the office's listed documents.

Pinellas County requires structural plans digitally signed and sealed by an architect or engineer and a Safety Act Letter. Unincorporated Pasco applications go through PascoGateway, with signed and sealed pool plans and a site-specific Swimming Pool Safety Affirmation. Manatee County requires building plans, a site plan or survey, an erosion form and the Pool Safety Act form. Its Building Division serves the unincorporated county, so confirm the office before relying on county requirements.

Florida's residential pool safety rule includes a compliant barrier and alternatives such as an approved safety cover, exit alarms, self-closing latching devices or a certified pool alarm. A barrier under section 515.29 must be at least 4 feet high on the outside. Ask the builder to explain the proposed option and how it will be ready for the final inspection. Keep that choice in the written scope alongside the shell and equipment.

Application, permit issue and final inspection are different points in the record. In the sample of 60 finished unincorporated Hillsborough pool permits, the median from application to final was 128 days. That is a measured sample, not a schedule for your home. Ask the builder to explain the proposed sequence and how HOA approval, plan revisions or summer storms would affect your own project calendar.

How to choose who builds it

Use the builder table to find relevant pool-only activity, then turn that shortlist into a fair comparison. Check the contractor's license at myfloridalicense.com, share one pool plan with each builder and ask for written quotes with the same inclusions.

  • Compare pool-only counts with total homeowner pools to understand the recorded project mix.
  • Check the license number shown on permits against the contractor named in your proposal.
  • Ask for payment milestones, permit responsibility and the final inspection steps in writing.

Look beyond the first row to see how the project mix changes. Duwet Inc has 80 pool-only permits and 80 total homeowner pools in the listed records. Coast to Coast Pools has 65 pool-only permits within 109 total homeowner pools. That tells you how these categories are represented in the collection. It does not measure workmanship, so use the numbers to start your calls and compare the written proposals.

The license number on a permit is a useful detail to carry into your own check. For example, Pool Perfection LLC's listed permits show CPC1461120. Search the number at myfloridalicense.com and compare the record with the contractor named on the quote and contract. Keep that check separate from the permit count. A large number of recorded projects does not replace checking the business you are about to hire.

Ask each builder to walk through exclusions as carefully as inclusions. Who handles the enclosure, what happens to the existing pavers and which equipment is named? Ask for a payment schedule tied to inspections. Florida's deposit rule says a contractor receiving more than 10 percent initially must apply for permits within 30 days, and start within 90 days after issue unless an exception applies. Have the contract explain the payment and work sequence.

New inground pools: common questions

Who has the most pool-only permits in this collection?

Pool Perfection LLC has 115 new inground homeowner pool permits without a spa, followed by Islandway Pools, LLC with 101. The table shows other builders and their counts. These figures measure recorded activity during the data window; check the license and compare written quotes before choosing.

What do the pool-only permit values tell me?

They show amounts declared when permits were filed. The regional median was $79,000, with separate local medians in the office table. A permit value is not an invoice or a quote for your pool. Have a builder see the yard and price your shell, deck, equipment and extras.

Can I use these counts to choose concrete or fiberglass?

Both shell types appear in the permit records, but this table groups new inground pools without a spa. It does not rank shell types. Ask each builder which shell is included in the proposal and compare the dimensions, entry, finish, deck and equipment on the same written plan.

Who handles my new pool permit?

The builder you hire handles the permit. Ask which city or county office serves your address and get the permit number before digging. The public permit search lets you check the description, status, declared job value and contractor, so keep the number with your project paperwork.

Should I include a future screen cage in the first conversation?

Yes. Show the builder where you want the deck and enclosure, even if you want them priced separately. A screen cage is often a separate permit and aluminum contractor's scope. Ask who will coordinate that work and how the pool safety option fits the complete backyard plan.
