These records focus on new inground homeowner pools with an attached or separate spa. Use the project mix to find active builders, then talk through seating, a spa spillover, heating and the deck around both spaces.

What the job involves

A spa changes the conversation beyond the pool shell. Ask builders to show its location, seating, heater and equipment on the proposal, along with any spillover. Start with how you want to use both spaces and compare one shared plan.

  • Show the spa location and entry alongside the pool and your route from the lanai.
  • Ask builders to name the proposed heater, controls, pump and filter in writing.
  • Put any spa spillover and surrounding coping on the same drawing as the deck.

Think about the evenings as well as the swimming. You might picture sitting in the spa while the pool is quiet, or using both spaces during a weekend with family. Tell each builder how you expect to use them. Ask for a layout that shows the spa, pool entry and nearby seating so you can talk through the whole arrangement before choosing finish details.

An attached spa and a separate spa are both within this page's focus when they accompany a new inground pool. Draw the option you want instead of relying on the phrase pool-and-spa package. Ask where the spa sits in relation to the water, how the deck meets it and what is included in any spillover feature. Keep those choices consistent when you request competing written proposals.

Bring the heater into the first discussion. Ask which equipment is proposed, how the builder describes its operation and what controls are included. Have the proposal name the pump, filter and heater rather than leaving them under a broad equipment allowance. You do not need to settle every feature before calling. You do need a clear written description of what each builder has priced before you compare totals.

The builder table separates this category from pool-only projects. Holiday Pools of West Florida Inc has 151 pool-with-spa permits among 170 homeowner pools in the listed records. Gulfstream Pools & Spas Inc has 74 among 114. That mix shows how much of their recorded activity includes a spa. It gives you a place to start asking about similar projects, followed by a license check and written quote comparison.

What it costs: the permit data

The regional median declared permit value for a new inground pool with a spa was $95,000, compared with $79,000 without a spa. Those are different groups of permits. They give you context, not the price of adding a spa to your pool.

Values are what builders declared on public permits (job value at filing). They are local figures for information, not a quote: only a builder who sees your yard can price your pool.

  • Read pool-with-spa medians separately from pool-only medians in the office table above.
  • Keep heater, controls, spillover, coping and deck choices identical when requesting competing quotes.
  • Ask a builder who sees the yard to price the full pool-and-spa layout.

The median declared pool-with-spa permit value was $90,000 in the City of Tampa and $101,900 in unincorporated Hillsborough County. The office table shows the underlying project groups and the middle half of their values. Use it to understand the local records. The declared amount is what appeared when the permit was filed, so it does not serve as a final invoice or a standard list of included features.

The other local pool-with-spa medians were $107,700 in the Pinellas County collection, $106,200 in Pasco County and $85,000 in Manatee County. Pinellas covers unincorporated areas and contract cities in these records. Each office's figure comes from its own set of projects. The differences reflect those recorded groups and do not tell you what the same pool-and-spa design would cost at different addresses.

A spa adds scope to the plan: another place to sit in the water, heater and equipment choices, and any spillover or finish details you request. The pool size, depth and shell still matter, as do deck area, coping, yard access and site conditions. Give the builder the whole picture. Ask for the spa-related items to be named so you can understand how they fit into the total proposal.

Avoid turning the difference between category medians into an add-on price. These are separate projects with different yards and specifications, rather than the same pools priced with and without a spa. For your comparison, ask each builder to quote the same pool dimensions, spa layout and equipment. If you want alternatives, have them written as options so you can see which changes belong to which total.

Permits, inspections and safety rules

The pool and spa layout belongs in the permit discussion from the start. Have the builder identify the office for your address, explain the required plans and show the proposed safety option. Ask how the work will reach the final inspection.

County by county: Tampa + Hillsborough, Pinellas, Pasco, Manatee.

  • Keep the spa, equipment and safety choices visible in the plan you discuss with builders.
  • Use the guide for your actual permit office rather than relying on a mailing-city name.
  • Get the permit number before digging and follow the public record through to final.

The City of Tampa requires building plans signed and sealed by a Florida licensed architect or engineer. Its pool site plan must show property lines, structures and power lines alongside the proposed pool. Unincorporated Hillsborough requires digitally signed and sealed plans and a scaled site plan showing setback dimensions. It also requires a recorded certified Notice of Commencement before the first inspection. Ask the builder how those documents fit the proposed pool-and-spa plan.

Pinellas County's pool documents include a Safety Act Letter and a boundary or topographic survey issued within the last five years plus a site plan. Pasco requires signed and sealed inground pool plans and a site-specific Swimming Pool Safety Affirmation identifying the barriers. Manatee requires site-specific signed and sealed drawings, as well as its pool safety documents. The county guide links give you the office context for these requirements.

Discuss the safety option before the layout is settled. Florida's residential pool safety rule includes a compliant barrier and alternatives such as an approved safety cover, exit alarms, self-closing latching devices or a certified pool alarm. Under the barrier provisions, gates must open outward, away from the pool, and be self-closing with a self-latching lock. Have the builder explain the selected approach and its place in the final inspection process.

For timing, use the pool samples as background rather than a spa-specific promise. The Manatee County sample of 60 finished pool permits had a median of 200 days from application to final inspection. That sample is not limited to pool-with-spa projects. Ask for a schedule for your own plan, including HOA approval where relevant, plan revisions and the effect of summer weather on the proposed sequence.

How to choose who builds it

Compare builders using the spa work shown in the records, then compare their proposals using your own layout. Local permit volume measures activity. Check the license, ask about the equipment and get written quotes that describe the same pool, spa and deck.

  • Use pool-with-spa counts to ask about recorded projects like the one you are planning.
  • Check the contractor's license at myfloridalicense.com and match the name to your contract.
  • Ask who coordinates the heater, screen cage, permit and inspections before signing the scope.

Read both the category count and the total homeowner pool count. Waterscapes Pools & Spas LLC has 62 pool-with-spa permits within 95 homeowner pools, while Coast to Coast Pools has 44 within 109. The category helps you focus your questions on spa projects. It does not tell you how a finished spa feels or how a builder will handle your property, so review the proposal on its own details.

Use the license shown on the permits as a starting point for your check. Holiday Pools of West Florida Inc's listed permits show CPC1458597, and Gulfstream Pools & Spas Inc's show CPC1458745. Search the relevant number at myfloridalicense.com and compare the result with the contractor identified in your paperwork. Keep a copy of the written scope so the name, equipment choices and work responsibilities are clear together.

Ask for payment milestones tied to inspections and a description of who handles each part of the job. Florida's deposit rule says a contractor receiving more than 10 percent initially must apply for permits within 30 days and start work within 90 days after permit issue unless an exception applies. Discuss that sequence alongside the proposed construction schedule. Your contract should make the payment stages and permit responsibility easy to follow.

Pick up to 3 pool builders in our network and they will contact you to look at your yard and price the project. Share the same pool-and-spa sketch, including the heater, deck and any enclosure, with each one. Ask them to put changes and optional features in writing. That gives you a clear way to compare the backyard each proposal describes before you choose the builder who will handle the work.

Pool + spa: common questions

Which builder has the most pool-with-spa permits here?

Holiday Pools of West Florida Inc has 151 pool-with-spa permits in this collection. The table lists the category counts for other builders too. The order reflects recorded permit activity, so use it to start your shortlist, check the license and compare quotes for the pool and spa you want.

Is the difference between medians the cost of adding a spa?

No. The $95,000 pool-with-spa median and $79,000 pool-only median are declared values from different sets of permits. Their sizes, features and site conditions vary. Ask each builder to price your specific spa layout, heater and equipment alongside the same pool plan to compare actual proposals.

Do these records cover attached and separate spas?

This page focuses on new inground homeowner pools with an attached or separate spa. It does not use spa-only jobs as the basis for this builder list. Show each builder the arrangement you want and ask for the spa location, entry, equipment and surrounding deck to be described in the proposal.

Should the heater be specified before I compare quotes?

Yes. Ask for the heater and controls to be named, along with the pump and filter. The phrase pool and spa can cover different proposed equipment and features. Written details let you see what each builder has included and request a comparable option when the proposals differ.

Can I use the county pool timing as my spa schedule?

The timing samples cover finished pool permits and are not specific to pools with spas. They describe recorded application, issue and final dates. Have the builder explain a schedule for your own layout, including the permit office, any plan revisions, HOA approval and weather that affects the work.
